MORE NOTES 2021: 



Systemic racism does not exist?

Some "Critical Race Theory" pundits assert that there is no "systemic" racism or discrimination. Any negativity towards blacks was the result of individual bad actors. This sounds reasonable and what better place to examine the assertion than Atlanta- renown for its genteel approach to race relations, and interracial goodwill, a city indeed "too busy to hate." The Georgia Public Broadcasting history curriculum for schools, linked below, presents a sanitized picture of things in  genteel Atlanta, not surprising since corporate sponsors like Coca Cola are big donors. The video narrator notes that there was violence in other cities like Nashville Tennessee during sit-ins, but in genteel Atlanta, the sit-in protesters were not "attacked", and left peacefully when arrested. No mention of being spat upon or kicked as in the recollection of one participant. https://www.gpb.org/georgiastories/stories/atlantas_example
And then, good white leaders like Mayor Hartsfield and the head of Coca cola Robert Woodruff met with cooperative local negroes of goodwill, and even magical Mahtin Luther King Jr,  to calm things down and get back on track. But this sanitized picture does not hold when the full historical record is viewed.

Here's an excerpt from Harvard Law and History Professor Tomiko Brown-Nagin's excellent 2011 book Courage to Dissent on civil rights struggles in Atlanta. The reader should note the large number of white individuals, groups and entities involved, from restrictive covenant wielding- rock throwing homeowner associations, to banks, to real estate brokers, to mortgage brokers, to groups of white politicians, to friendly terrorists groups like the KKK that firebombed the homes of black families moving into forbidden "reserved" areas of Atlanta. Similar patterns show up throughout the US, as shown in the excellent 5 part series on Charlotte, North Carolina:

 But such things are all coincidence and individuals right? They can't be systemic.. Why to even discuss such plain unvarnished history is to be indulging in dastardly "critical race theory"..

"W. E. B. Du Bois memorably described black Atlantans’ residential pattern: African Americans were “stretched like a great dumbbell across the city, with one great center in the east and a smaller one in the west, connected by a narrow belt.” Poor and working-class blacks lived in overcrowded, dilapidated slums in undesirable places near cemeteries, industrial plants, floodplains, and railroad lines. A few blacks lived in other sections of the metropolitan area. In some areas, residential segregation did not pervade every neighborhood; some streets had a “checkerboard appearance,” while in others, vacant lots, cemeteries, parks, highways, or other barriers separated black and white homes. Segregation in the city only increased over time. 11

"with these additions, blacks now constituted more than 38 percent of the city’s overall population. The living space allotted to blacks—19 of 110 census tracts, or about 10 percent of the city’s land—was far too small to accommodate the combination of migrants, those displaced by economic development, returning veterans, and Atlanta’s existing black population. In addition to being inadequate in number, the black housing stock tended to be old, rundown, and overpriced. Fifty-seven percent of black housing units, or 23,124 of 40,426 dwellings, lacked bathing facilities. Forty-three percent lacked toilets, and 28 percent needed major repairs. 13

With nowhere else to go, African Americans sought to move into areas designated for whites or into vacant, undeveloped lands. These attempts were met by a united front of white resistance. The Klan and individual white terrorists used violence to warn blacks against moving into white areas. Urban planners used zoning policies, placement of highways and railroad tracks, and barriers such as cemeteries and parks to contain the black population. White homeowners relied on racially restrictive covenants to prevent the transfer of property in white areas to blacks seeking to buy or rent. And real estate agents and banks used discriminatory lending, block busting, and assorted other practices to prevent black expansion into neighborhoods not designated for black residential use. 14

Free markets for you. but not for me..


Friendly "free market" whites used "neutral" dead-end roads, parks, highways, vacant lots and even cemeteries to wall off and corral negroes into ghetto zones, blocking blacks from desperately needed housing, while allowing white developers and homeowners to get the best land, and build future white wealth via homeownership.

"Notwithstanding the severity of the black housing crisis during this period, white resistance thwarted numerous expansion efforts—even within the segregated framework. In 1949, for example, a group of black veterans seeking to develop land for black use followed the pattern established during the 1947 crisis. In a petition to the Fulton County Commissioners of Roads and Revenues, the veterans sought to “secure . . . a suitable tract to develop a subdivision providing homes for Negro Occupancy.” The appropriateness of this particular parcel of land for designation as a subdivision, to be known as the Urban Villa, turned on the fact that it would not disturb the color line. “This tract is most suitable for development,” the veterans wrote in their petition to the commissioners, “because it is surrounded on three boundaries by areas presently owned and/or occupied by Negroes.” Thus, the space would “permit . . . a logical, practical, and economically sound development of the Metropolitan area.“A. E.


Fuller, the Fulton County manager, responded to the petition by noting official awareness of the need for “better housing conditions” for blacks and promising that the commission would consider the proposal carefully. 19 White resistance soon put a hold on the project, however. In a follow-up letter to Fuller, S. S. Robinson, an attorney for Urban Villa Inc., beseeched the commissioners not to reject the petition on the basis of a backlash within the white community ..

The exchange between Robinson and city planners over the Urban Villa project illustrated the combination of factors that black leaders faced in their efforts to address the housing crisis. As was true throughout this period, some white administrators expressed concern, but followed with decisions that maintained the status quo in the face of vocal white public opposition to black expansion.

In 1952 the MPC announced its first major development plan, described in a report called Up Ahead . The report proposed several areas for black expansion. The city fathers hoped that the commission’s planning process would keep white terrorist responses to the housing crisis in check. During the 1950s, whites burned, firebombed, and fired weapons into homes recently purchased by blacks in white areas or transitional neighborhoods. This kind of terroristic violence had its intended effect; many blacks decided to resell homes they had purchased in transitional areas to whites and others were scared away from seeking to encroach into “unsuitable” areas. In February of 1956, for instance, Jewell Stewart Jr., an African-American man who had moved into a white neighborhood on a Saturday morning, told an officer investigating an explosion in his front yard that he would sell his house and move “fi rst thing Monday morning.” The group of 500 to 700 “neighbors” who gathered at the scene to protest the sale of homes in the area to blacks no doubt facilitated Stewart’s decision- making process. The next month, March 1956, an African-American family of five literally was “blown out of bed,” but miraculously escaped injury, when a dynamite blast at four in the morning heavily damaged the home they had recently purchased in a white area. The house was knocked off its foundation. Again, white onlookers crowded around as the black family left the neighborhood. 25

The white observers on the scenes of these crimes may have been members of organized efforts to beat back black residential expansion. A number of white “civic clubs” bent on halting black occupancy or construction in transitional areas formed during the 1950s. These groups often created corporations to repurchase homes already sold to blacks or to buy all available houses on the market in an area to keep blacks from arriving. Whites in the Grove Park– Center Hill area, which was adjacent to the largest black community in the city, organized a corporation that bought twenty-fi ve to thirty houses near Hightower and Simpson Roads to block black development. 26

In genteel, polite Atlanta, white paragons of "free markets" became much less genteel when it came to blocking desperately crowded blacks from getting housing:

Whites even filed lawsuits to prevent black expansion, notwithstanding the Supreme Court’s pronouncements in Buchanan v. Warley and Shelley v. Kraemer. Whites in the Grove Park–Center Hill area sought an injunction to prevent the construction of an apartment project for blacks during the 1950s; they won in Atlanta Superior Court, only to have the injunction voided by the Georgia Supreme Court. City fathers hoped that the MPC’s plan for controlled expansion and containment of black mobility would appease such white resistance, including those bent on using violence to thwart the movement of blacks into white neighborhoods. 27"

And here's the scoop on "urban renewal" which black victims called by its cynical end result: "negro removal."

"The practice had an overwhelmingly negative impact on blacks, especially the poor and the working class, leading to the displacement of thousands of citizens. In the process of “renewing” urban neighborhoods, planners destroyed black neighborhoods without providing adequate numbers of replacement dwellings. During a five-year period in the late 1950s, 3,406 African-American families lost shelter as a result of urban renewal. Because of its widely known negative impact on the black community, the urban renewal process came to be known informally as “Negro removal.” As Robert Weaver, then a fair housing expert and soon a U.S. cabinet secretary for urban affairs, explained in a 1955 article, slum clearance was only good policy if coupled with a large construction program of low-cost and middle-income housing. Where both of these components were absent, urban renewal was an unmitigated loss for low-income communities. 31 The Urban League tried to blunt the impact of the renewal process by accepting money from the city to relocate “back-alley” dwellers—Hamilton’s term for those homeless to begin with and those left homeless due to the demolition of their housing. 

However, neither the Urban League nor any of the other black organizations that advised the MPC challenged the city to replace as much housing as it destroyed. 32 Nor did black leaders resist the basic limitation of the MPC’s planning process— its policy of maintaining and perpetuating residential segregation. Segregation was the root cause of the housing crisis because it confined African Americans to so small a percentage of the city’s land mass in the first place. The MPC, with the tacit approval of its black supporters, repeatedly reinforced the existing system of housing segregation and scarcity. The MPC’s decision during the 1950s to end Willis Mill Road five blocks south of Gordon Road (now Martin Luther King Drive) so that it would be impossible to drive from Gordon into Cascade Heights, a white neighborhood, illustrated the point. 

That decision left one hundred acres of land undeveloped. 33 Each time the MPC left land undeveloped in this manner or approved the creation of artificial barriers to cordon blacks off from whites, it artificially limited the land area available for black expansion. True enough, these barriers had utility if they were parks or access roads, rather than dead-end streets, walls, or vacant lots; but, typically, only whites benefited from such buffer zones and, in any event, their primary purpose was to control black mobility."

Then there are institutions like the US Department of agriculture, which systematically discriminated against black farmers, and was hit with a lawsuit award for over 1 billion, that's billion. But hey, we all know institutional racism does not exist, right?
Says one scholarly study of the "non-existent" discrimination by that institution:

“The civil rights and equal opportunity laws of the mid-1960s prompted USDA bureaucrats to embrace equal rights rhetorically even as they intensified discrimination. This passive nullification, voicing agreement with equal rights while continuing or intensifying discrimination, did not rely on antebellum intellectual arguments or confrontations but instead thrived silently in the offices of biased employees. Phone calls and conversations at segregated meetings and conventions left no racist fingerprints, but the accretion of prejudice festered and ultimately grew into a plan to eliminate minority, women, and small farmers by preventing their sharing equally in federal programs. Despite overwhelming evidence of discrimination, incompetence, and falsehoods in many offices, the USDA never cut off funds to those offices, and apparently no white person was fired and few were even relocated or reprimanded.”

It should be noted that the Pigford case above dealt with fairly recent discrimination, not something from the 1940s, 1950, 1960s or even 1970s. Black farmers who were victimized before 1981 don't get recompense.

Assorted apologists for abuses typically hold that: statistics show more black wrong-doing, hence they deserve harsher treatment. 

Hmm, but is this really so though? Strangely, in one of the most celebrated cases, blacks were stopped massively more by police, and suffered greater levels of force, but whites stopped actually were carrying GREATER amounts of contraband and weapons than the blacks. And this is in liberal New York. But NY is not unique. Here's data direct from City of Minneapolis. The blacks were stopped almost 3 times as much as whites, and in addition, many of the blacks were stopped in higher crime neighborhoods. Yet with the deck stacked in every way against the negro, it turns out that the whites stopped were carrying MORE contraband than Blacks or Latinos.

And here's data from New York. They show that blacks stopped had LESS weapons or contraband on them than whites, yet again, blacks were disproportionately stopped, searched and experienced more use of police force against them.








What about all those tax eating blacks, who conservative pundit Dinesh Dsouza condemns in his book, the "End of Racism" (1996) as "parasitical"- depending heavily on jobs from government rather than noble "free markets"? When the record is  actually critically examined, as opposed to accepting Dsouza's propaganda, most of the "parasites," both in the US or apartheid South Africa, turn out to be white.

Actually pilgrim, whites post even worse statistics. A full one-third of all white Irish employment as late as the 1940s was in government (Bayor and Meagher 1996). And as for "government socialism", right wingers like Dsouza have little to say when its whites who are profiting. In apartheid South Africa, the white regime created the highest rate of nationalization of industries anywhere outside the Communist  bloc. Why all this government control you ask? To provide Boer whites with jobs, with said whites having a government employment rate of about 40%. As one standard textbook notes:

"The origins of apartheid go back to the early years of the twentieth century, when large numbers of white farmers began moving into South Africa’s growing cities. There they discovered, to their horror, that they did not automatically earn higher wages than other races. But they had the right to vote—and non-whites did not. And so the South African government instituted “job-reservation” laws designed to ensure that only whites got jobs that paid well. The government also set about creating jobs for whites in government-owned industries. As Allister Sparks notes in The Mind of South Africa (1990), in its efforts to provide high-paying jobs for whites, the country “eventually acquired the largest amount of nationalized industry of any country outside the Communist bloc.” In other words, racial discrimination was possible because it was backed by the power of the government, which prevented markets from following their natural course."

High European illegitimacy and child abandonment rates: Genetic predispositions? 

"Proletarianization did not, in the end, mean pauperization, marginalization and family dissolution, tendencies which were very much present in large European cities of the nineteenth century, in informal unions, births out of wedlock, and in abandoned infants. The latter were a major phenomenon of Catholic Europe, and of Moscow and St Petersburg, whose institutions at their nineteenth-century peak received 26,000 infants a year (Tilly et al. 1992: 18). In Lombardy in the first seven decades of the nineteenth century, about 400,000 children were abandoned, a good half of them in Milan (Hunecke 1994: 125)..."

"In most of the capital cities it became a major phenomenon, making several figures for the year 2000 pale by comparison. In Paris, `capital of the nineteenth century', a third of all births for the later part of the century were outside marriage, by the end of it a good quarter (Meyer 1980: 252; Walle 1980: 267n; Ratcliffe 1996: 338n). In 1850, half of all births in Habsburg Vienna were out of wedlock, and almost half (46 per cent) in Stockholm (Matovic 1980: 336). Munich had also half of its children born outside marriage in 1860, and the provincial capital of Carinthia (Klagenfurt) holds perhaps a European record for a community of some size, with 69 per cent extra-marital births in 1870-­74 (Mitterauer 1983: 150n, 23).... where the social transformation had not settled, the figures were still very high. In 1898, 50 per cent of all births to Orthodox mothers in St Petersburg were out of wedlock (Mitterauer 1983)."

"It [illegitimacy] is sometimes, but not always, an outcome of industrialization and urbanization. In some countries, a high proportion of extra-marital births is above all an urban phenomenon: in France, Italy, Russia and, on the whole, in the Habsburg monarchy (Walle 1980; Mitterauer 1983: 29). In Sweden in 1901­10, extra-marital birth was primarily a capital-city custom, although with somewhat more than 300,000 inhabitants Stockholm was far from a metropolis. While the national proportion was 13 per cent of all births, in Stockholm it was 36 per cent.."

"At the beginning of the twenty-first century, unmarried cohabitation has become a major practice of Northwestern Europe (save Ireland), North America and Oceania. First of all, cohabitation has become the main form of first union of sex and household. In the UK about 60 per cent of all first marriages are preceded by unmarried cohabitation (Coleman 2000: 60). Interestingly, the current relative prevalence of cohabitation in the UK resembles the pattern of extra-marital births a century or more ago. In both cases it is higher in Wales than in England, in the East Midlands than in the West Midlands or London (Hollingsworth 1981; Office for National Statistics 2002). Among French women born in 1964-­68 three-quarters had entered a union by the age of 24: 60 per cent as cohabitees, and 16 per cent had married without prior cohabitation. Out of a similar West German cohort 61 per cent had coupled by the age of 24, but only 18 per cent directly by marriage."

"More surprising perhaps is that the first Irish economic boom in modern history resulted in illegitimacy soaring, from 8.5 per cent in 1985 and 14.5 per cent in 1990 to 31.8 per cent in 2000, while elections and referenda have kept the Catholic prohibitions of abortion and divorce in operation... "

Side note- vast job discrimination against the Irish? Some scholars question this as overblown. Things like "No Irish Need Apply" (NINA) signs did exist as did job discrimination. But does this mean a vast job freezeout against the Irish as happened to Blacks? Not at all. In general, evidence from the job market shows little significant long-term discrimination, Employers eagerly sought them out- the need for cheap labor over-riding the minority of employers that wanted no Irish.

He gives as an example Jackson Heights' (Queens) policy against "Catholics, Jews or dogs." Yet another history notes:
"There were some employers who absolutely refused to hire Irishmen, but in Waltham, at least, these constituted a distinct minority. For the town's industrial growth required the brawn of unskilled workingmen. And the Irish, most of them without skills and many without any prior exposure to the discipline of factory life, needed income. Hence, while the posted notices and newspaper advertisements which announced that "No Irish Need Apply" may have been the most overt and galling manifestations of discrimination, in Waltham they were also among the least consequential."

But when the white Irish gained a bit of power they quickly used it to discriminate against others. QUOTE:

"As early as 1855 Irish men were the largest group of the cartmen of New York, including those that specialized in doing city work on sanitation, landfill road projects and the like. To be a private cartman one required a license; to work for the municipal government in particular one needed good connections. Even before the massive influx of the famine Irish in 1843, the Democrat-dominated Common Council gave a large number of market licenses to Irish men, much to the chagrin of native American entrepreneurs."

"As a consequence, the public sector employed a full one-third of first, second and third-generation Irish Americans in 1930 compared with just 6 percent in 1900. This patronage helped produce a heavy concentration of Irish in jobs on the fire and police departments and in municipally owned subways, streetcars, waterworks and port facilities. Many of the city's Irish middle class worked on the public payroll, especially in the public schools, and thousands of others labored in construction jobs tied to city expenditures. For second-generation Irish-American women, jobs as schoolteachers were the most sought-after career. Such patronage policies would help to bind the Irish working class and much of the middle class Tammany Hall for another generation."
